To edit the background, change the [▉ [Sec1] Background variable. You can add colors, images and gradients. Here's a list of example values you could use for the background of this section:

rgb(0,0,0) [rgb color]
rgba(0,0,0,1) [transparent color]
url(http://www.fpoimg.com/1900x400?text=Banner+Text) [image URL]

To edit the column sizes, change the [↔] [Sec1] Col Sizes toggle. By default, the columns are set to UNEVEN, so the left column is longer than the right. Switch to EVEN to resize columns to 50|50.

To move this block above or below the form, change the PRO [Sec1] FORM Position toggle. Adjusting the form position will push this content up or down.
